As far as the greatest overall internet cartoon character, I would choose The Cheat.
But for greatest cartoon character ever, come on, there is no contest. It's gotta be Bugs Bunny.
Bugs Bunny, a creature almost infinitely powerful, yet he never messes with anyone. Unless he is messed with first. And then, kiddo, you better watch out, cause you gonna eat the shotgun blast.
And the only one even close to Bugs Bunny is The Pink Panther.

I second that. Bugs Bunny was almost called Earfred the retarded rabbit (or something like that) but Peter Griffin's ancestor. Here's my top list for top cartoon of all time:
1. Bugs Bunny (need I explain?)
2. The Pink Panther (see # 1)
3. Mario (that's SUPER Mario)
4. Sonic (I ain't talkin' 'bout that wannabe' Sonic the quirell, I'm talkin' about Sonic the Hedgehog)

Except shorts like aLp and internet ones, but really. That even goes for the Inspector, which is kind of funny in its own way... |
