Grammatically speaking, there's only one answer to your question since a box of TicTacs constitues a "what" and not a "who." Constitutionally, the Tic Tacs have no standing. 
Not really a fan of either in the executive office.

You would be more convincing as a corrector of bad English, had you spelled 'constitutes' correctly.
