Think about it.
A plasma weapon needs to deliver a set amount of ionized and superheated gas to a target. In order to do this, gas must be energized to a plasma state, which requires great doses of energy. It requires even more energy just to maintain that gas as plasma. This plasma would be incredibly hot, and you will need to cool down the weapon's components in order to prevent meltdown.
So now you got your plasma charged up and ready to go, you aim, fire, and watch as the initially fantastic bolt of searing destruction dissipates and fizzes into nothingness. Plasma is essentially just very hot, ionized gas. by having electric charge, the damn thing will fly apart if you can't maintain the bolt's structure, which would require it's own set of technical hurdles.
To hold the bolt's stability, you will either a) increase its density so it will last longer or b)have a physical apparatus actively maintaining the bolt's structure from within. The former can be done by a) cooling it down (and removing some of its kick) and b) just making the bolt denser within the weapon. The first option doesn't help much and the second would require making the weapon out of materials far stronger than anything we can cook up, not to mention the additional energy requirements (already heavily burdened thanks to making/maintaining the plasma). Making the bolt stable via internal apparatus would require you to hold additional ammunition, not to mention extremely advanced ammunition at that, which can hold a plasma bolt's integrity for sufficient duration at high speed with a highly volatile substance. There might be third option you might consider, stabilizing the bolt using devices on the weapon, but for this to work, you need a direct line of sight to your bolt, it must project force from a great distance, and if you can stabilize the bolt like that, what’s stopping the enemy using that tech to protect themselves from your bolt? Really it’s not an option.
Then there are the safety concerns. Should any part of your plasma weapon malfunction, the containment fields shut down, the weapon overheats, etc. Well, let put it this way: Dude, Tom, where the hell are your fore-arms? Or your face for that matter? This can be circumvented by zapping gas into plasma just when it's needed, but if you can do that on a regular basis, why in God's name aren't you using that zapper as a weapon itself eh? And also don’t think about touching the radiators, those things will be giving off thermal energy like a fucking volcano.
And then there are the logistics and stealth issues. To make your weapon usable, you will need two extreme-density power packs (two so the weapon never runs out of power at any time and melts your face off) some sort of canister containing gas at extreme density*, which is a safety concern in it’s own right, and if you’re stabilizing that bolt with a ‘bullet’, you need to carry sufficient ammunition for that as well. Also you might want to think of bringing some extra radiators in case the one’s in the weapon blow out or something (wait, didn’t I just say not to touch the radiators? Well I’m sure you can find a solution).
*You want to use even more power trying to extract hydrogen from airborne water vapor? Besides, there’s not that much to extract any way, and you’ll need a lot of gas to make the weapon useful.
And when merely carrying that weapon, you’re basically making your position known to everyone of your enemies with sufficient detection equipment. The weapons afore-mentioned radiators will be giving off some pretty nasty heat waves, and your radiators might glow radiation, perhaps not in the visual range, but it’s pretty certain they’ll pickup your infrared signature from a hundred miles away. A stealthy assassin’s weapon a plasma-thrower does not make. Also if plasma weapons are common-place (as in mass-manufactured), you can be pretty well guaranteed your enemy might(will) have some sort of EM shielding available to them, thus rendering your weapon all but useless.
I’m sure you can think of even more reasons why not to use plasma weapons.
Not contrast this to a laser weapon. Laser weapons have actually been built as prototypes (as some may know.) Now, to make a laser weapon, the only hurdles are 1) power source, and 2) cooling. Check out this page and scroll down ‘bout halfway: http://www.projectrho.com/rocket/rocket3l.html
1) Entirely possible. As stated in the link, burning a liquid propellant in a pulsed MHD generator, flux compression generator, advanced bipolar designs of conventional secondary batteries, and perhaps capacitors using carbon nano-tubes to improve capacity, are all fully capable of delivering enough power for a laser weapon (which is far, far lower than what any plasma weapon would require.)
2) Entirely possible, the heat to be dissipated is only made during the actual firing of the weapon, not constantly as is the case with plasma weapons. Employing nano-tech manufacture could conceivably make this matter trivial (it would not be so for plasma even with the same kind of tech, as the heat, as said, is generated constantly, and is much higher than a laser would produce.)
Logistically all you really need other than the weapon itself are extra power packs (and since you don’t need to double-up all the time, the weapon is going to be waaay lighter than a plasma-thrower.) and perhaps extra radiators. Safety-wise the only risk with using laser is shooting your own foot and the power-pack exploding (which is also the case with plasma weapons, btw), but those are easily avoidable, as the laser weapon is far less intricate and complex as a plasma weapon (it’s common sense that a more advanced and complex machine is always harder to get working and stay working than a simpler machine.)
The destructive capabilities of a laser can also match or beat a plasma weapon, from greater range, since the energy is basically dumped directly towards its target. That energy is traveling at light-speed, and loses kick only after very long range. The weapon can be fitted with optics that can stabilize a user’s natural ‘jittering’, making the weapon even more reliable and accurate at long range. Beams can also be invisible to the naked eye, or infra-red/ultraviolet detectors for that matter, thus concealing your position more effectively. Again we might have a problem with heat, but maybe we don’t sue radiators? How about dump the heat into contain chemical storage and keep that concealed? Why not use it for plasma you say? Well as I say so many times, you gotta keep the plasma weapon running at all times, you’ll end up running out of heat-capsules very fast. Lasers are also very difficult to block, you’ll need some sort of heavy armor, like metal or ceramic, to effectively shrug off a blast. Mirrors don’t work, they’ll get fried. EM shields don’t work, lasers don’t have charge. So your foes will still have to duck and cover, whereas your likely EM-shield suited nemesis can take all the time he wants walking right in your line of fire and perhaps doing a silly dance.
All in all, laser weapons to me are way more feasible, practical, and in a way cooler than plasma weapons. Even if all that didn’t convince you, think about this. If you ever played UT, what was the better weapon? Shock rifle or link gun? The former of course!
