Are you referring to this whole topic?
TCOEDAEFTBS stands for The Council of Elrond Demands an Explanation for this Bullshit. Which was what someone put on a little "card" with Elrond's face on it. I don't know where or when this originated, though.

TCOEDAEFTB to my knowledge started in some wierd obscure site called Packy Dardan's. It might have had origins beyond that but this is the oldest rendition I have found.
I believe Holly or Desert Drum originally posted it in the Milk Shake thread (of which this contest was ocne a part of before Bernie and Co. decided to move it elsewheres.).
I began abusing that picture. Digitalliklosetti, inspired by "They've Taken The Hobbits To Isengard" posted the first TCOEDAEFTB.
Madness followed, 'twer good days indeed.

OK, what I don't know, and want to know, is the meaning of the following symbol:

That symbol, just up above this sentence.
I understand the elrond thingy, I even posted a lame-assed picture for the thread.
But dang, that symbol!! It haunts my dreams!!
Lower case o, underline, uppercase o. I lost my love for not knowing!!
