TV characters: They never chamber a round when they should. Seriously. I'm watching Burn Notice, which I enjoy, yet there is this kid with a shotgun that is thinking of shooting this guy. Anyway, Michael (the lead) approaches him while he (the kid) is in hiding and the kid turns around and pumps the shotgun. Shouldn't he have done this before? To me, it is like walking around carring a sword still in the scabbard. Doesn't anyone in TV land chamber a round and then click the safety? No. Is it for drama? Or is it for the same nebulous reason that every work of fiction has someone described as having "olive" skin color...?

It's one of those "build suspense" tricks.
If you don't have the click, and just shoot, it'll have a shock impression.
Like holding a gun that suddenly goes off without notice.
